Camp Kangleon, Palo, Leyte- The Philippine National Police, National Headquarters awarded the Police Regional Office represented by PBGEN BERNARD M BANAC, Regional Director, for its remarkable disaster response during the onslaught of Typhoon Odette and Agaton at the PNP-NHQ, Camp Crame, Quezon City on July 28, 2022.
Said recognition was given coinciding the Culminating Ceremony of the 27th Police Community Relations Month with the theme, “Ugnayang Pulisya at Komunidad tungo sa Mapayapa, Maayos, at Maunlad na Pamayanan.”
PRO 8 was recognized for its contribution in alleviating the lives of the affected people and the community brought about by the onslaught of Typhoons Odette and Agaton which badly hit the Eastern Visayas leaving a large damage and losses of lives. Likewise, PRO 8 was awarded for its competence, professionalism, generous deeds and unselfish regard for the victims despite the possible danger.
RD BANAC presented the plaque to the men and women of PRO 8 on July 29, 2022 and expressed his gratitude to all who were behind the recognition. ” Our genuine efforts were recognized and I took pride in receiving such. It was a team effort, thus, I congratulate everyone of you for a job well done,” RD BANAC said.
He further said that, recognized or not, a police officer must perform his mandated task tirelessly with with compasiion and sincerity.

Camp Kangleon, Palo, Leyte- The Police Regional Office 8 under the leadership of PBGEN BERNARD M BANAC, Regional Director, hosted a Stakeholder’s Night: Gabi ng Parangal at Pasasalamat at the PRO 8 Matapat Hall, Camp Kangleon, Palo, Leyte on July 27, 2022.
The activity aimed in giving due recognition to the notable contributions of the stakeholders in the accomplishments of the PNP-PRO 8. With their partnership and unwavering support to various PNP programs, projects and activities, PRO 8 was able to deliver its services efficiently and effectively.

The said event coincided with the conclusion of the 27th Police Community Relations Month Celebration. It was attended by no less than RD BANAC with the Command Group, Chiefs of the Regional Staff, PRO Personnel and other guests.
RD BANAC, in his message, expressed his gratitude to the awardees. “It is our pleasure to be working with you in the name of public service. Had it not been for your strong support, PRO 8 will not be able to achieve another milestone. We cannot, by ourselves alone attain our goals and missions toward the public. Thus, you deserve this night of recognition,” he said.

Top 2 HVI-Regional Level, Arrested

Camp Kangleon, Palo, Leyte- The Police Regional Office 8 under the leadership of PBGEN BERNARD M BANAC, Regional Director arrested Victor Constiniano Militante III, Top 2 High-Value Individual-Regional Level during a buy-bust operation conducted at Brgy. Tacuranga, Palo, Leyte on July 24, 2022.

Militante is 44 years old, male, married, a former security guard and a resident of the abovementioned place.

Accordingly, the poseur buyer was able to purchase from the suspect, one (1) piece of a heat-sealed plastic sachet containing suspected “Shabu” worth Php 20,000.00. Subsequently, after the transaction, a search incidental to a lawful arrest was made which resulted in the confiscation of the following: one (1) black pouch containing the following: sixteen (16) pieces of heat-sealed plastic sachets containing suspected shabu; one (1) piece of Php 500.00 bill used as buy-bust money; digital weighing scale; one (1) unit 9mm pistol with six (6) 9mm live ammunition and one (1) magazine for 9mm; one (1) unit SHOTGUN with five (5) 12 gauge live ammunition; and one (1) Dapple color black bag.

Operatives from the Regional Police Drug Enforcement Unit 8 led by PCPT RENOLI C BAGAYAO, Deputy Chief; 805TH Maneuver Company, Regional Mobile Force Battalion 8 led by PCPT JOET MICAH O EVANGELISTA and Palo Municipal Police Station led by PLT JOHN PAUL SILVA, Team Leader, Station Drug Enforcement Unit, Provincial Drug Enforcement Unit-Leyte Police Provincial Office led by PMAJ J-RALE O PAALISBO, Team Leader; Regional Intelligence Division 8, Regional Intelligence Unit 8; and Criminal Investigation and Detection Group Regional Field Unit 8 in coordination with the Philippine Drug Enforcement Agency 8 carried out the said operation.

The inventory of the confiscated pieces of evidence was done at the place of arrest and in the presence of the suspect and the witnesses from the media, Mr. Ronaldo Yanuario and Brgy Councilor Rainier Reas of Brgy 18 Gomez-Sto Niño Street, Tacloban City. Also, the on-scene inspection was conducted by PLT JOHN PAUL SILVA, Team leader SDEU, Palo Municipal Police Station.

Confiscated plastic sachets with suspected shabu and loose firearms were brought to the Regional Forensic Unit 8 for examination. After the examination, submitted specimens to RFU 8 yielded positive results for Methamphetamine Hydrochloride “shabu”, a dangerous drug with a total weight of 22.52 grams based on the laboratory examination by the Forensic Chemist.

“This accomplishment is a good start to the week. I am glad to know that the Top 2 HVI of Eastern Visayas was apprehended at last. Also, the suspect was armed with dangerous firearms. To the operatives, I commend you all for this accomplishment,” RD BANAC said.

As of this writing, criminal complaints for Violation of Sections 5 and Article II of R.A. 9165 and R.A. 10591 (The Comprehensive Firearms and Ammunition Regulation Act) have been prepared against the suspect and already referred before the Office of the City Prosecutor. Said suspect is now temporarily detained at Palo MPS.
