INTRODUCTION

              This report contains relevant information on criminality and internal security in Eastern Visayas. Included in this report are our accomplishments on anti-crime efforts for CY 2011, the issues and challenges confronting our operations and an assessment of the prevailing peace and security condition of the region for the period January to December 2011.

     A.  Action Plans Against Criminality

 1. LOI 45/2011 “Patrulya Ng Pulis”

 (PRO 8 LOI 21/2011 “Paghag-id”)

  The deployment of PNP uniformed personnel assigned to administrative functions at the Regional Headquarters and Provincial/City Offices in the capital cities and towns in the region to perform beat patrol duties that started on October 27, 2011 has, generally, reduced the Index Crime Volume (ICV) of Eastern Visayas.

               As can be gleaned, the Index Crime Volume for the period November 2011 to January 2012 is 51 or 5.99% incidents lower as compared to the period August to October 2011.Significantly, the Index Crime Volume for the period November 2011to January 2012 is 967 or 54.73% incidents lower as compared to the period of November 2010 to January 2011. 

  2.  LOI 63/2010“PIPS”

   (PRO 8 LOI 39/2010 “Police Integrated Patrol System”)

  During the period in review, is enhancing its crime prevention and solution effort through the conduct of high police visibility activities and police security operations. A total of 818,296 operations were conducted by subordinate units with a total of 70,583 incidents reported and the arrest of 32,273 persons.







         3.   LOI 56/2010 “BantayTurista”

    (PRO 8 LOI 32/2010 “BantayTurista - WARAY”)

  Police Regional Office 8 in partnership with the Department of Tourism Regional Office 8 (DOT RO8) has already trained a total of 94 certified TOPCOPs who satisfactorily completed the 1st and 2nd Phase of the NTOPCOP training.  These TOPCOPs are presently deployed in identified “high tourism traffic areas” of the region.  Shown in the matrix below are TOPCOP details of this PRO:

 

 





In addition to the NTOPCOP training, this PRO and the DOT RO8 has also conducted a one-day Seminar on Tourism Awareness for Tourist Oriented Police Officers (TOPOs) participated by 46 PNP personnel coming from the different police units.  Shown in the matrix below are the deployment of TOPOs:

            






               4.LOI 39/2009 “Kontra-Boga”

                      (PRO 8 LOI 19/2009 “Kontra-Boga-Waray”)

 From January to December 2011, the sustained operations against holders of illegal firearms resulted in the arrest of 117 persons, confiscation and seizure of 385 assorted  HP and LP FAs and filing of 116 cases in court.

 


             5.One (1) Police Supervisor Per Barangay

 As of January 31, 2012Eastern Visayashas designated 100% Police Supervisor for the 4,390 barangays. However, the shortage of PNP personnel in some municipalities has constrained our police stations to cluster adjacent barangays in their jurisdiction under one designated Police Supervisor.
