PRO 8 Announces Simplified Travel Guidelines under GCQ and MGCQ
Camp Ruperto Kangleon, Campetic, Palo, Leyte – The Police Regional Office (PRO) 8 headed by PBGEN BERNABE MENDOZA BALBA, Regional Director announced the simplified guidelines on the movement of people under the General Community Quarantine (GCQ) and Modified General Community Quarantine (MGCQ) on June 2, 2020.
This pertains to the concurrent rules/guidelines that aim to inform and guide the public on the health safety protocols that must be observed as it may lead to misinterpretation on which people may believe that they can now freely enjoy to move and travel like the usual way prior the COVID-19 pandemic.
Thus, additional guidelines on the movement of people under GCQ and MGCQ were put in place. The following movements REQUIRE/DO NOT REQUIRE Travel Authority (TA): Workers and other people listed as Authorized Persons Outside of Residence (APOR) do not need TA; Travel within the province and National Capital Region (NCR) shall be permitted without TA for Indispensable Travel (IT) such as family emergency, medical emergency, and for humanitarian reasons, along with Locally Stranded Individuals (LSI), and so, there will be coordination with LGU-destination for IT and LSI.
However, Travel to another province, or other region for IT and LSI, TA must be secured; and TA must be secured for non-essential travel whether travelling from GCQ to MGCQ areas and vice versa and travelling from one province to another province, or region to another region.
Meanwhile, TA shall only be issued with the following requirements: Certification from the Barangay Chairman that the person who wants to travel has not developed any COVID19 symptoms at least 14 days before the travel request. The said Certification will serve as endorsement to the City/Municipal Health Office to conduct medical examination; and Medical Clearance Certificate from the City or Municipal Health Office is needed to secure a TA. Once secured, two (2) options could be availed to obtain the TA, as follows: Medical Clearance Certificate could be submitted to the Barangay Chairman, who in turn, would facilitate the processing which includes coordination with the LGU of destination; or Medical Clearance Certificate could be submitted to the Help Desk of the MPS/CPS. Personnel of the Help Desk, under the authority of the COP will be in charge of the processing which includes coordination with the LGU of destination through the local police station; and Medical Clearance Certificate issued by DOH and other accredited Hospitals.
Issuance of TAs can be secured from Municipal Police Stations thru their Chiefs- Of-Police or Station Commanders for travel between regions, between provinces within the region or to any part of the country. However, the RD/PDs/CDs are still authorized to sign TAs as well as Airport Focal Officers (FO) of AVSEGROUP.
“Please be reminded of the above-mentioned guidelines. Though we are under GCQ and MGCQ, this does not give us the excuse to just go about anywhere freely. Our Police Force will always be of help in line of duty but we will strictly implement such laid protocols,” RD Balba stated.
