PRO 8 Announces Guidelines on Travel Authority

 

Camp Ruperto Kangleon, Campetic, Palo, Leyte – Police Regional Office (PRO) 8 under the leadership of PBGEN BERNABE MENDOZA BALBA, Regional Director announces the guidelines in the issuance of Travel Order Authority to Locally Stranded Individuals (LSIs) and Returning Overseas Filipinos (ROFs).

Following President Rodrigo Roa Duterte’s signing of Executive Order No. 114, institutionalizing the “Balik Probinsya, Bagong Pag-asa” Program, these are the amended guidelines to be undertaken in the granting of Travel Authority by Local Task Force CV Shield:

Issuing Authority Criteria
Chief of Police LSI/ROF from a barangay (origin) moving to another barangay (destination) belonging to same municipality.
Provincial Director LSI/ROF from a municipality/city (origin) moving to another municipality/city (destination) belonging to same province.
Regional Director LSI/ROF from a province (origin) moving to another province (destination).
LSI/ROF from a region (origin) moving to another region (destination).

There are also requirements for the issuance of travel authority from the Local Government Unit of origin thru its local CoViD-19 Task Force, to wit: (1) Medical Clearance Certificate issued by City/Municipal Health Office based on the following conditions for LSI (a) That the LSIs is neither a contact, suspect, or probable or confirmed CoViD-19 case; (b) That the LSI completed a 14-day quarantine based on the quarantine standards set by the DOH; or (c) That LSI confirmed as CoViD-19 case was tested negative through RT-PCR twice. (2) Certification from the Bureau of Quarantine (BOQ) for ROFs and CoViD-19 negative RT-PCR results; (3) List of LSIs/ROFs; (4) Point of origin and their destination; (5) Travel date; and (6) Name of drivers, vehicles to be used with plate numbers.

Moreover, Offices/Units issuing the travel authority shall forward a copy of such as well as the list of LSIs/RFOs to Offices/Units who has jurisdiction on the final destination of LSIs/RFOs to serve as ready reference in case of contact tracing.

PRO8 Nabs Top 1 Most Wanted Person in NCRPO

 

Camp Ruperto Kangleon, Campetik, Palo, Leyte – Police Regional Office (PRO) 8 under the leadership of PBGEN BERNABE MENDOZA BALBA, Regional Director, nabbed PRELAN ARCIENTO GRAMA, Top 1 Most Wanted Person (MWP) under the list of the National Capital Region Police Office (NCRPO) in a joint operation by Sogod Municipal Police Station (MPS), together with the Regional Special Operations Group and Intelligence Branch (F2) NCRPO, Regional Mobile Force Battalion (RMFB), NCRPO with the participation of Regional Intelligence Unit (RIU), NCRPO.

The said joint operation of tracker team of Sogod MPS led by PMAJ AL JOHN TEDDY R LLANES, Chief of Police (COP) together with RSOG NCRPO led by PMAJ LYMEL JOHN PASQUIN and F2, RMFB NCRPO led by PMAJ MERBEN BRYAN LAGO with the participation of RIU NCRPO effected the arrest of Grama by virtue of Warrant of Arrest at about 7 in the evening of May 16, 2020 at Brgy. Zone 5, Sogod, Southern Leyte.

Grama, aka Allan Fajardo/ Allan Arciento/ Kalbo, 38 y/o, single, driver, a resident of Binatayan, Kawit, Cavite and temporarily residing at the said place, was arrested for the crimes of Murder, Carnapping and Robbery. Case records show that Grama was involved in the killing of PLTCOL CIPRIANO HERRERA, former Station 3 Commander, Manila Police District (MPD). The suspect went into hiding for more than four (4) years, living in Cebu City and later on, moved to Sogod, Southern Leyte for one (1) year with his live-in partner, where he worked as a construction worker.

Upon arrest, suspect was brought to Sogod MPS for proper disposition and documentation prior the return of said WOA and living body of respondent to the issuing court and is now under the custody of NCRPO.

“I commend the personnel of Sogod MPS and NCRPO for the successful apprehension of the suspect. After 2 months long of casing and surveillance, he was finally captured. This is one of the remarkable accomplishments of our police force notwithstanding our fight against CoViD-19 pandemic,” says PBGEN BALBA.

Samar PPO Deploys New PNP Personnel in Tarangnan

 

Camp Kangleon, Palo, Leyte- Samar Police Provincial Office (SPPO) under the leadership of PCOL ANDRE P DIZON, Provincial Director, has deployed more or less thirty (30) new PNP personnel led by PLT RUEL M SITOY as a temporary replacement of the entire police force of Tarangnan Municipal Police Station (MPS) in relation to the COVID-19 affectation on May 6, 2020.

Said personnel were deployed  in lieu of the quarantined PNP personnel assigned at Tarangnan MPS who underwent rapid testing to which two (2) of them were found reactive but later turned out negative of the virus based on their confirmatory test or the COVID-19 RT-PCR Test.

To date, nineteen (19) personnel from Tarangnan MPS are still under monitoring/isolation.

Accordingly, at the onset of this pandemic in the region, only two (2) Barangays of Tarangnan, Samar were placed under Total Lockdown on the first week of April following the announcement of the Department of Health-Eastern Visayas wherein two (2) positive cases of COVID-19 (2nd and 3rd case in Samar) were confirmed. But as cases started to rise, Executive Order No. 08 Series of 2020 was issued placing the entire town of Tarangnan, Samar to a Total Lockdown due to the existing Local Transmission in the area.

Meanwhile, decontamination of the MPS Building and Facilities were conducted after its personnel were isolated and quarantined.

“My constant reminder goes to all our police frontliners especially those assigned in places infected with this deadly virus to strictly observe protocols and never put your guards down at all times,” PBGEN BERNABE MENDOZA BALBA, Regional Director said.

As of now, the newly-deployed personnel are assisting the Local Government Unit (LGU) of Tarangnan in its continuous contact tracing efforts as well as in the conduct of “Oplan Bandillo” within the municipality to ward off further spread of said virus.

RD Balba also urges the public to stay still at their homes and continue to cooperate with the authorities to flatten the curve.
